straight forward and good project! First step should be get the budget books, the Delhi Secretariat would be a good place to begin. Talk to Sujatha so see if they had budget books at CCS.
We can perhaps get some one to enter data onto an excel sheet once you we’ve the budget books.
Also, have a look at two papers from internship 2005: Anil’s and mine.
A computation paper is not just about deriving a number, but about the process of how you reached the number. Discuss the quality of data, possible errors, any assumptions you make.
Compute both nominal and real expenditure. In the 2005 paper I think I used 1993-94 as based prices, and expressed all else in terms of that year for real comparison.
